Nothing in writing alas. I raised the issue in conversation with Senior staff (ISIS management). They said it had been raised on more than one occasion with Estates and there was agreement that it would be a good idea but Estates are extremely resource limited and it isn’t likely to happen any time soon (as almost everything else is higher priority). There is also the issue of finding physical space. One should keep on asking, of course, I would advise getting your director on board, finding some space yourselves and then approaching estates at a high level (this is my personal opinion).
The space issue cuts both ways of course. As a manager of staff in an increasingly space limited environment and with the increase in open plan working, one would have to be somewhat dense not to notice the increasing friction due to person A having to put up with the proximity of person B’s sweaty clothes. It seems reasonable (to me) to ask for drying/changing rooms as part an parcel of moves to open plan offices. I don’t think there is disagreement over this, just a perceived inability to act.
